ATLS Controller/Slave TS12 & Tane

This asset is an ATLS Controller and ATLS Slave all in one.
It takes the form of a Trigger to allow control of level crossings as part of the ATLS system. It operates in Level Crossing Mode only.
Update to work with ATLS Xings.
