EIRS Environmental Impact Random Seasonal Weather Rule NE USA

This weather rule allows the user to select four different seasons that will randomly set weather conditions accordingly to their type. An optional Environmental Impact feature included in this rule will give chance rolls causing engine failures, signal outages, speeding restrictions, traction reduction, and train derailments when hazardous weather occurs.
Some of these events will only affect AI controlled trains and some will only affect player driven trains.
